I have had my sponge for about 20 yrs now, what I do is clean it with the gently Dawn dish soap and after you squeeze the water out I put it in a towel and get most of the water out of it and let it dry on a towel. Sounds silly I know but it has worked for me.

I use liquid soap. This sponge does clean easily (much better than the traditional triangle shaped ones you would buy at the drugstore).

To clean my sponge I usually just soak it in brush cleanser for a while then I rinse it in warm water, then air dry it. :)

Can this sponge be used to apply powder foundation?
I personally like applying the Make Up For Ever HD foundation with a stippling brush...but I want a good sponge for when I use powder foundation. Is this ONLY for liquid foundation? Or can it be used for powder foundation as well?

When I bought this sponge I use it on both the liquid and the powder foundation, makes both go on very smooth,. No smudge lines. I hope this helps you.

It doesn't need to be damp if you wouldn't like it to be, but you may like it better using it damp (I personally do). It's all about your preferences!
