I personally think it does. I fill in my brows with the Anastasia eyebrow palette that has been on sale recently and I've noticed it keeps them looking "freshly filled-in" all day.

I use a wax and powder to fill in my eyebrows for color. I first put on the gel then fill in with my powder/ eyeshadow for color and works well. All day, long lasting.

I don't have any issues with my fill in powder. If anything, it keeps me from having to touch my brows and risk rubbing some off.

I use Urban Decay brow powder and this keeps the color/powder in place perfectly for me. I love that its not flaky and that it doesnt look like I have gel on my brows- looks natural

I've had a problem with eyebrow powders staying as well. I use the Anastasia Brow Gel and follow up with the Dior eyebrow pencil. I am very pleased with the combination.

I used this over powder and it took the powder off. I'm experimenting with using the powder over the gel but it's not ideal.

This is a clear gel and doesn't 'fill' in color, it just has a wonderful staying power that keeps every brow in place all day long. I use Bobbi Brown Taupe and brow brush for color and then use this to keep my brows in place.

Yes, Anastasia Brow Gel works perfectly with eyebrow powders. I use Bare Minerals, and it keeps it in place...is light, longlasting and natural looking. (Since my brows are starting to thin, I apply the gel prior to applying the powder, and it never looks heavy.)
On rare occasions I will use a pencil, and the Anastasia Brow Gel works with that, too, as well as using it just as a grooming product -- on days when I wear little or no make-up, or at night to "train" the brows that seem to have a mind of their own!

Wait for the serum to dry then apply brow powder. It doesn't help with making brow powder long lasting.
