The ingredients listed are skalcohol 40b, fragrance (parfum), water (aqua), benzophenone-3. This last ingredient I looked for in the list of Phthalate based items and it doesn't appear. This doesn't help a lot but gosh, I love this scent that I wholly recommend it!

I don't think so. This is more like a clean just out of the shower fragrance-like soap and water.
