I didn't purchase the lip primer with this item... I'm not sure if it's exactly NECESSARY, as you get a great color without it, but it may help with the dry lips that the lipstick seems to bring on when wearing.

No, but the Anime didn't take well on my dark lips without first applying a pink lip liner or lip stick. The other colors are ok. You'll love it

It isn't necessary but it applies more smoothly and feathers less with the clear primer and I like to use a clear lip liner as well. It keeps it looking better longer in my experience.

No I dont think you would need just make sure your lips are not dry before you put it on.

You don't need the OCC Primer but I do recommend priming your lips in some way. I use liquid concealer and loose powder. See my how-to video below for step-by-step priming instructions.

I have used Lip Tar with and without the clear underneath and I don't really notice much difference. It might last a teensy bit longer with clear lip tar under, but not enough that i've noticed.

Peppermint feeling?
Does the mint in the lip tar bother anyone? I think my lips are sensitive and I am not sure I would like the tingly minty feeling.

Nope, I didn't notice a stingy, peppermint feel to it. Just a smell! But if you are very sensitive maybe you would notice something.

honestly, i never noticed it. i definitely notice the mint-sting in the plumping lipglosses like the buxom ones, but not so much in lip tars so if anything i would say it is very, very subtle.

I would assume because the product is being filled to meet a certain amount, not to fill the tube.
Even half-full, these will last you a long time.

I just went to look at mine, it said it's 0.08 OZ (2.5 ML) of product but the container is 25M.

I had read the same reviews and when I looked at the product in my local store, the red-black color was not as full as the other tubes. However, when I ordered this online, all the tubes looked full.
