The color payoff is okay. I don't know if it's just my skin type or what, but sometimes the blushes can look a little blotchy. But overall it is a good color payoff and pretty colors. And I definitely think that it is a good value for the money you are paying, considering single blushes are pretty expensive.
Color pay-off is amazing. I have to actually be careful not to get too much on my brush. It's that good. I would get this without a doubt. There's something about Nars blushes that no other brands can do. Tarte blushes are great but I think Tarte has more conventional looks. Nars is something special.
I find some of the blushes have great colour play off... some less so. Less then I would have expected from Nars. Although I wouldn't say that I have to "dig" for colours at all. It just takes a tad more building then I would say is ideal.

Check out my review - I go into great detail re: your exact question. I own several NARS products, including their blushes, bronzers, etc. And in my opinion, it is NOT as pigmented as the single blushes and it was incredibly difficult for me to pick up pigment especially since it's supposed to be a 'value' to get this set, which for me is a waste of money seeing as I have several singles I love.
As far as this over Tarte, I would say both are beautiful palettes, especially if you're new to the brand or a makeup beginner, etc. -- but if you are a seasoned connoisseur such as myself, this year, I would have to say Tarte. The colors, bronzer, and pigmentation is incredible! And the formula stays on all day, no joke.
