I'd say yes. Without the clear Lip Tar application was not as smooth, and the color was difficult to apply evenly. With the clear Lip Tar application went quick and smooth.

You don't have to have the primer but I've found it works best if you do something to prep and moisturize your lips as otherwise the lip tar can settle into the fine lines on your lips. If you want to try without the investment of buying two to get the clear primer, or a whole set, then prep your lips. First give them a good scrub, i just run my toothbrush over my lips after I finish brushing to remove any dry skin. Then apply a good lip balm and let it set for a few minutes before you apply the lip tar. If you don't let it set then the tar will smear into the balm and you will end up with streaks and uneven color. If you prep correctly though it will look amazing and the color will last a really long time.

Yes the clear (which is the primer) sells by itself at Sephora for $18. Search for it under 'lip tars' just don't search under lip tar 'metallic' or 'gloss.'
