I have extremely dry skin as well. With a good moisturizer and possibly a primer, depending on how bad your skin flakes it should be fine. While I was on accutane I used this the last 2 months of my treatment, when my skin was flaking and extremely sensitive and it never looked bad or flaked off. I would imagine if I did not apply at least some sort of moisturizer, it may flake slightly. But I have even found now with my skin being just dry and no more accutane, utilizing a setting powder with this foundation (sephora 8 hour mattifying compact) it provides a really nice not too matte finish and doesn't overly dry the skin. Short answer: yes, this foundation can be just fine for dry skin. The answer is going to be with your skincare, not your makeup. Rather than thinking about a foundation for dry skin, you really need to be getting the right hydration from your moisturizer (and/or primer). For dry skin, there are a LOT of great moisturizers that will be deeply hydrating even without having a heavy feel. Some great ones are Caudalie Vinosource Sorbet Creme and Dior HydraLife Sorbet Creme. A sorbet texture often means it will feel non-oily but still provide the hydration that dry skin needs. If you have a favorite moisturizer but want to try a different primer for extra hydration, Smashbox has a specifically hydrating primer, and Make Up For Ever has their HD elixir which helps the skin keep hydration in. For a really good budget-friendly option, look at Sephora's own skin care line! It's even good for sensitive skin. There's a moisture serum and the Instant Moisturizer Intensive is also going to help you stay hydrated--and both products are under $25 each. I hope this helps you, and good luck!
