Treatments work best on dark hair types, or hair that contains more melanin. Melanin is the pigment that gives hair and skin its color, and will absorb light energy. Black and dark brown respond the best, although light brown hairs will also respond but typically require a few extra treatments. Red may show some response. White, grey or blonde hairs usually don't respond as well to treatments, though some users have noted results after multiple treatments.

no. The light pulses seek out pigment, so,it will not 'see' your fair hair. Even professional treatment will not do it. If you must permanently rid of hair, professional electrolysis is the way to go. Also, over time, an epilator or waxing damages the follicle enough to prevent regrowth. (Like brow plucking)
