I've used it over tinted moisturizer, BB cream and with just a powder foundation. It sort of "mixes" with the tinted moisturizer and BB cream so you might have to layer a little more - but still looks natural, not clumpy or anything. I usually put it on bare cheeks under powder foundation so I layer a little extra for that too, since the powder will cover some of it.

I use Stila BB cream, and this cheek gelee blended nicely over it, however I did allow time for the BB cream to dry and settle before applying the cheek tint.

I always use BB cream for my foundation (Dr. Jart +'s Water Fuse) and this layers great on top of it. I only have problems with it when I apply too much BB cream, apply too much moisturizer beforehand, or don't let my foundation sink in before applying the blush.
You definitely don't need a lot of product to apply this on your cheeks, so It definitely won't rub bb away, per se. However, I find that it's particularly hard to blend into a sheer, even finish, so the blending process and smudging process will definitely move my bb around. For reference, I use one pumps of Missha 23, and I've had no more problems of the gelee removing my bb as I have of simply rubbing my face in the first place.
I use Tarte BB cream and this spreads right over it easily and looks great.
I wear this over BB cream and it doesn't rub it away.
