It should be pretty good in terms of non-irritating ingredients. But remember, rosacea is highly individual and some people react to so-called natural ingredients or certain plant based ingredients, so there's no saying for sure this is a good product. So please don't assume ANYthing is safe or non-irritating until you try it. (I know that's awful, but that's the best practical advice I can give on this product.)
As far as coverage, I think you'll be surprised at how neutralizing and good the coverage is for pink or red areas. You will still likely need concealer in some areas if you have moderate to severe redness, but even in that case, you can certainly use this as a BB SPF base and then apply concealer over it and set that with powder.

I have mild rosaea on my cheeks and have had no irritation while using this product.
