I would say the "fair" i just ordered and i like it, i always prefer a tad lighter than darker
Fair if you burn easily-redheads for example. Fair if you tan with help . I too am very light skinned but I stay with light as fair shades make me look too white.

I think I'd go with the Fair...I've found Tarte colors blend in really well but as a Medium I'm surprised I always have to select a shade paler than I'd expect.

First, I would recommend checking out the Tarte website and looking at the foundation's product page. They have nice, big, natural swatches for you to look at. This kit isn't available there, so I don't think Sephora would mind ;)
But if you're still torn, I would say go with Fair, because it's easier to subtly adjust a slightly too-light shade than it is a too-dark one. You can always adjust to a closer match with primers, luminizers, bronzers, and powders, but going from too-dark to lighter is very difficult.
You'll love it, btw! Such a wonderful foundation. And a great kit.
