I tell my teenagers to stay off the water line...BUT what do I know? Can be irritating...THEN I know they appreciate the eyedrops.

For me, they are a definite yes for the waterline. I don't wear eye shadow, only eye liner, and primarily on the waterline. I've tried everything, including UD, and these are the best of everything I've tried for the waterline. They don't run, and last all day. I wear eye cream, cover-up for circles, sunscreen, etc and the liner stays put. I have 7 of them!

I use these pencils on the waterline and under. The white is a sure eye brightener and black addsthat darkness to the smokey eye effect...

I don't see why they couldn't be used on the waterline. And yes, it would work as an eye brightener.

I don't remember anything about these not being waterline safe, I have used them on mine without issue (including the glitter colors) I think typically companies are supposed to say glitter products are not for the waterline, though, and it's an at your own risk kind of thing if you do use them. The white could technically be used as an eye brightener, but I prefer the beige one for that (same brand). White can be kind of stark and gives you a deer in headlights look. Something closer to your own skin tone will probably give you a more natural and perked-up look.
