Although this product is titled "Mask-In Lotion", it does not have the texture of a typical lotion and it cannot replace your face lotion/cream. I do not consider this product a toner either (although it is listed as a toner on Sephora.com). What it is, is an in-between step, special treatment that you use after cleansing and before serum that provides additional hydration and luminosity (over time). I do not apply this with a cotton pad/ball since it is not a toner, and I don't want the cotton to absorb most of the product. I simply place a few drops, the size of a nickel in my palm, rub my hands together and then slowly pad it onto my face from the center to the outer. You will know if you have not used enough if the product does not cover your entire face, or used too much, if the product is all sitting on the skin and not being absorbed after a minute or two. Don't waste it with cotton balls!:) A few drops to pat around the face. I use it morning, on its own or with a light moisturizer on top, depending on how humid/dry the day is. At night, under a night cream, if you are interested in minimizing pores. If you are young, you probably don't need other lotions/creams.
