I respectfully disagree with the answer that says that you can't get it off with out rubbing and tugging. It's actually not that long-lasting when used on the inner rims.
It doesn't completely disappear, but it's nowhere near as long-lasting as a product as it is on the eyelid skin itself.
In terms of safety, you can absolutely line your waterline as long as you use a pencil that isn't too old, don't have issues with contact lenses or very sensitive eyes.
Most liners will be able to be removed completely from the inner rims with a gentle cleanser. Waterproof formulas are only waterproof on regular skin. Waterlines, or rims, are different and these products aren't truly waterproof or smudgeproof on these areas so they tend to be removed much easier.

I don't think this is good for inner rims. There are many new liners made specifically for inner rims that stay in place during the day, but then remove easily. You might want to check them out. Sephora can advise you on the ones that might work best for you.
Hope this helps.

(ATLANTA LOOKS GREAT THIS TIME OF YEAR)
I use this on my waterline with pretty good results so far. Lasts longer than most eyeliners I've tried inc. MAC khol, Lancome khol, even Urban Decay Glide On for me. I ALWAYS wipe/blot my waterline first because the actual name for the waterline is meibomian glands. Of all things, the waterline produces sebum (an oily substance) which is why the line is naturally oily. I know that I shouldn't be covering the waterline with makeup, but I suppose vanity is a factor here. The waterline has specific "duties" to protect the eye. And that's why many ophthalmologists would cringe at us doing this. I have read some liners where it said ophthalmology tested, but for exactly what part of the eyelid? If you notice getting stye eyes, chalazions, or infections along the waterline and you do line them, I'd discontinue lining that area altogether. For what it's worth....

Personally I would not use this liner on my inner eye. It is waterproof and very hard to get off. You would have to use makeup remover on your inner eye area and rub it off causing irritation.

I have never tried an eyeliner that I did not use on my waterline. I even use liquid liner on my waterline. (Be VERY careful if you try this.) I wore Aqua Eyes on my waterline and it lasted pretty good with some fading. It does stay great on my upper lid too. Never be afraid to line your inner rim.

I use Aqua Eyes as a liner both on my eyelid and on my inner lid - I am a contact lense wearer and it doesn't irritate my eyes at all and lasts all day!
