Yes. You can feel it get tight. It was too drying for me, so I had to put my old eyecream over it.

I've used it on my eyelids, but you just want to make sure you don't get it too close to your eyes - like any product, if it works its way into your eyes, it'll burn. And since it absorbs quickly, you don't have to worry about it making your eye makeup run!

I have used this on my upper eyelids, I wouldn't recommend as it does take a while to "set-in" and makes for a sticky eyelid crease and difficulty applying eyeshadow. To me it didn't seem to help but did hinder.

Yes, I use it under the eye and on the puffy area of the eyelid, out to the crow's feet area where my eye droopiness is the worst. it helps give lifted appearance.

I just got this and it seems to have a dry feeling compared to other eye creams I have used. Do I need a separate cream over or is this the tightening effect?

For me, it was too drying alone. I had to put my regular eye cream on top. did nothing for me but maybe that is because I put a moisturizer on top.

I do not need one. I use an Hourglass liquid make-up over it, and I am ready to go. The dry feeling goes away over time.

I would not recommend that as the eye cream itself has a drying finish, which may conflict with your concealer. I would apply the eye cream first, let it sink in (5 minutes or so), and then apply concealer as normal. Because it may be a lil' drying, most definitely apply a more hydrating concealer.

This stuff makes you look like you've never had dark circles in your life! Put it on and then look in the mirror five minutes later. You'll be blown away!

It did not for me.
Not sure how much $$ you want to commit, but getting filler under your eyes will be the fix (just very expensive)
I had it done and the results were amazing.
