Yes, this product is similar ( I have used both). I have very sensitive skin so I personally prefer Bioderma but one of my girlfriends absolutely loves the Nars!

I think it would be too much rubbing for eyes. It is fantastic for removing sun block and face makeup. But for eyes it would only potentially work if your makeup is very minimal and not water proof. I use Clinique's creamy eye makeup remover first and then the Nars water for the face after.
