I got the chance to ask the Algenist rep the same question:
The Targeted serum is the best choice IF you are mostly concerned with discolourations and dark spots. (acne, sun, scarring, whatever) It is a cocktail of brighteners and correctors even tone.
The Restructuring serum is the best choice IF you want anti-aging which means shrinking pores, fading redness, plumping, reducing lines and wrinkles, and brightening. This serum has the highest Alguronic acid content, which is Algenist's big ingredient.

From product website:The Concentrated Reconstructing Serum is formulated with Alguronic Acid and targeted, active ingredients including a powerful tetrapeptide and an algal alternative to retinol to minimize deep wrinkles and boost skin radiance while increasing firmness and elasticity. This concentrated treatment is a great introduction to the Algenist line and provides visible anti-aging results for younger looking skin.
The Targeted Age Correcting Serum leverages the natural melanin reducing property of Alguronic Acid to specifically correct visible skin damage including age spots and dark spots. The Targeted Age Correcting Serum combines Alguronic Acid with skin correcting ingredients (highly stable form of Vitamin C, an oligopeptide, licorice and bearberry extracts), decreasing melanin production to even skin tone, reduce the appearance of age spots and dark spots, and refine skin texture.
