Yes, though you should be careful to put a thin, light powder in so that it doesn't clog :)

Yes, the brush can be refilled. Charlotte Ronson doesn't sell refill packets though, so i refilled my Closer brush with the spf powder from a Peter Thomas Roth tube that broke!
That little black cap at the non-brush end screws right off.

Yes there is a twist off at the bottom of the powder where you can refill the container once the powder has been used.

Turn it to the ON position, tip it upside down and start using it. If it doesn't come out right away, give it a shake and keep trying. It'll happen.

On the silver strip, there's an on and off dot, switch your brush so both of the dots are aligned together. After that, brush the brush softly against your hand, and you will start to see shimmer coming out after a few brushes.

it definitely takes a while at first and I freaked out too. I kind of bash it against the back of my hand and if that doesn't work then I flick the barrel a couple of times and try again. beware, it doesn't come out easily but when it does, you get an insane amount.

I found this tricky too! I think once its in the ON position, you have to slide the barrel back and forth. Tapping it down on the counter also seemed to help.
