Yes, it's doesn't settle in the fine lines. Just make sure you don't apply too much and use a fluffy soft brush.

Yes!! It can be used over nothing, or over anything. I prefer to not wear foundation on weekends when I am not at work-- I put a little concealer under my eyes and on any blemishes and put this right over and it looks awesome. It actually makes the concealer seem to blend into your skin better. You don't have to worry about where the concealer ends and your bare skin starts. It's just this miraculous finished look that you normally can't get without a foundation.
