I would hazard to say no as sephora is pretty good about listing products that are gluten free in the description.
I'm not familiar with gluten ingredients, so here's the list from the box:
Water, Dimethicone Butylene Glycol, Glycerine, Ceteth-10, Laureth-4, Caprylyl Glycol, Phenoxyethanol, methyldihydro-triethanolamine, carbomer, hexylene glycol, xanthan gum, arnica montana flower extract, calendula officinalis flower extract, carica papaya fruit extract vaccinum angusifollum (blueberry) extract.

If you have dry skin this might not be the product for you. I have dry skin as well, and this will definitely not help. You might want to try Skinprep FX - Nourishing Foundation Primer from cover fx which is gluten free, their brite prep is also a good option. hourglass is also a good choice for gluten free products as well! :)
