It's focused on women because women have a much higher incidence of "temporary" hair loss than men do. The product is meant to address and help temporary hair loss, which is due to things like stress, illness, poor diet or hormonal issues (menopause, thyroid issues, pregnancy.)
Mens' hair loss is generally much more likely to be caused by hereditary factors, which this product doesn't really support.
In other words, this is a treatment to help speed up the output of a healthy but dormant follicle, whereas most mens' hair loss is from a dead or damaged follicle. You could always try it, though!

If you Google Phyto products, or visit their site, there are some thinning-hair products for men such as "Phyto PhytoAxil Shampoo for Men 3.3oz". Perhaps this serum is formulated more for the chemistry of a woman, but someone with better knowledge of these ingredients and products would be better suited at giving you an answer. There are products for both men and women by Phyto. :)
I am not sure, but the box does say its for deficiencies in a woman. Sorry, hope you can find something that works.
