It does, but not effectively so. It takes a while for it to come off. I've had better luck with pharmacy brands than this.

It does remove waterproof makeup. The sales rep told me she likes to put it on a cotton round and let it sit on her eyes for a second, but it took mine off right away.

I use it to remove waterproof mascara with no problem. Just hold the cotton pad on your eye for 30 seconds or so & wipes off with no problem.

I have't tried it on waterproof mascara, but it does remove my waterproof eyeliner which usually smudges all over under my eyes if i only use soap to remove it.

No it does not, but I think they make a waterproof remover formula that is greasy. This product barely took off my regular mascara.

In my comparison to what they use @ the stores is that this is a more gentle formula than the remover you find at the application stations.

I was wondering that myself but I would have to say no. What they use in stores seems to work pretty well (at least to wipe swatches off my hand) and I purchased this and it does not remove my make up at all. I have to be quite rough with the cotton ball to get my eyeliner and mascara off (not waterproof mind you) and that's no good!

this product does not say oil free but it does contain alcohol. I didn't notice any greasy or oily feel. They do make a mini size for like $5, I'd try that before buying the bigger bottle.

This one is oil free and amazing! Sephora has two makeup removers and the other one you can totally see the separation of products in it. You need to shake it to mix, kinda like the Mary Kay remover so make sure not to pick up that one.

Question
Can it be used for the face as well?
It says "eye" makeup remover. But when i first bought one like this ( about 2 1/2 years ago) it was called FACE by sephora. and it was "cleansing water" for the face and eyes.

This makeup remover is intended to remove eye makeup, but I guess that, if it is gentle enough for your eyes, you could use it on your facial skin.

I asked this same question of a Sephora store employee, and she told me it was the remover for waterproof eye make up. However, I noticed that the waterproof formula separates into two layers, one clear, and one blue. The remover in the store dispensers does NOT separate. So I bought the non-waterproof formula and am very happy with it. As far as I can tell, THIS IS what Sephora stores use in their dispensers.

I asked the same question last week when I bought this one. They told me that they don't sell what they use in the stores. The recommended this one to me so I bought it. But, I'm going to keep looking for something a bit less drying on my skin.
