answer 1
Water, Cyclopentasiloxane, Bis-Diglycerl Polyacyladipate-2, Butylene Glycol, PPG-2 Myristyl Ether Propionate, Cetyl Alcohol, PEG-40 Stearate, Butyrospermum Parkii (Shea Butter), Squalene, Glyceryl Stearate, Sorbitan Stearate, Epilobium Angustifolium Extract, Yeast Extract, Daucus Carota Sativa (Carrot) Root, Retinyl Palmitate, Beta-carotene, Sodium Hyaluronate, Citrus Grandis (Grapefruit California), Tocopheryl Acetate, Methyl Glucose Sesquistearate, C12-15 Alkyl Octanoate, Pelargonium Graveolens (Geranium) Flower Oil, Dimethicone Crosspolymer, Acrylates/C10-30 Alkyl Acrylate Crosspolymer, Carbomer, PEG-20 Methyl Glucose Sesquistearate, Sodium Carbomer, Tetrasodium EDTA, Magnesium Ascorbyl Phosphate, Limonene, Citral, Citronellol, Geraniol, Linalool, Chlorphenesin, Phenoxyethanol.
So, it does look like there's at least "dimethicone crosspolymer" in it.
(I tried to keep typos to a minimum, but with words like "cyclopentasiloxane," I make no guarantees.)

answer 2
Hi, I'm not sure about cones.
However, I have super sensitive skin and I cannot use just ANY foundation on my face. When I had exczma I used this and my skin actually healed afterward. However, it is quite oily even though it-says "oil free". I suggest you go in to a Sephora or Nordstrom counter and get a sample before you purchase, as it is quite pricey.
Good luck!

As far as I know, there are no "cones" in this product but I would suggest calling BB Customer Service 1-877-310-9222 for the ingredient list. They're VERY helpful.
