When I use it, it only seems to last for maybe 2 1/2 hours (if I don't eat, drink or press my lips together). Seems like once it gets dry it just fades away completely.

Hourglass is pretty moisturizing, so it may feather. A lipliner or invisible lip liner (love Bite's: http://www.sephora.com/line-define-lip-primer-P307909?skuId=1406156 )
would be perfect.

Hourglass lipsticks are not gluten free sadly. The only lip product in their range that is gluten free is the Panoramic Lipliner.
