This eyeliner is water based.

Water/Aqua, Styrene/Acrylates Copolymer, Butylene Glycol, Beheneth-30, Sodium Polyaspartate, Phenoxyethanol, Alcohol, Methylparaben, Propylparaben, Sodium Dehydroacetate, Disodium EDTA, Acrylates/Octylacrylamide Copolymer, Sodium Hydroxide, Xanthan Gum, May Contain (+/_) Titanium Dioxide (CI 77891), Iron Oxides (CI 77491, CI 77492, CI 77499), Ferric Ammonium Ferrocyanide (CI 77510), Black 2 (CI 77266).

It doesn't appear to be oil based since it dries almost immediately and it doesn't feel oily at all, but the manufacturer would know for sure. Hope this helps.

I can't say for certain but I wear fake eyelashes everyday(I use duo glue) and I haven't had any issue with my lashes lifting when I use this eyeliner. Hope that helps.

I'm not sure if it's oil based, but my oily make up remover definitely removes this eyeliner.
No this is not an oil based liner. I to wear False Lashes and use this liner… You should try the LORAC liner pen it is amazing!
i have the exact same experience. the first few times I used the eyeliner, ink comes out fine. After that it seems the ink ran dry.... i have to admit the eyeliner did not last many uses, and it's quite expensive for the price.
