It is to apply the shaving cream but you could use it to brush off the hair. It is used to apply the cream though. :)

The brush if for the cream that's in the jar. The shaving cream is like a paste. Dab the brush (a little goes a long way) into the cream and work the product into a foam... Like "back in the day" :)
