Yes, this is a serum. Serums are used after cleansing and toning and before moisturizing - although a soothing or moisturizing serum like this can really be used anytime to calm the skin.

I would say yes, because the product is a soothing gel, so it would be a great replacement for traditional moisturizer for acne skin. The soothing element would calm the irritation that can trigger increased breakouts.
