answer 1
I have noticed difference in freshness depending on where product is bought. Stores that don't have staff that know the product don't move it because the price, but if they tried it and were educated on it, it'd sell. I had one runny bought from Sephora in Phoenix and called Pericone wanting to know expiration because of product consistency and the gladly sent me a new one. A friend had initially picked up for me so I didn't have receipt. Besides the product being great, that service will keep me buying product.

answer 2
No, its probablly not bad. Mine is always runny too. You need to shake and knead the tube before applying to get it good and mixed up. And squeeze slowly because alot comes out at once.
