Oh wow, it should not be. Shake it up, please. I have a decade of experience with this stuff. Tip: Use more of the concealer on the inside of the eye where it is darkest (by the nose) and LESS as you head towards the temples. A little setting powder may be in order for some ladies. Experiment.

My consistency wasn't quite watery, but it was definitely more sheer than I would like. I would say it was more oily than watery. I did get this in a sample, though, and since I had to cut the top off, it dried out a little over time, which made it thicker. If I need to dry out a product, though, it makes me not want to purchase the full size.

That doesn't sound "normal." Mine is very creamy, not watery at all. Try shaking up the tube, or returning it. You can test the creaminess on Sephora's floor.
mine last 2 tubs were creamy on the thicker side - not watery. I would exchange it (or try to shake it in the tube, or push it around to mix it). It truly is an amazing concealer so keep trying to get one that's creamy.
