I would say yes. Using the buffer afterwards is what takes the "burned" hair off, smoothes any stubble, I find that if I don't use it my legs still look like they have some hair on them.

i don’t think it is mandatory but i personally would suggest it. the no!no! device burns the hair off, so you are not as soft as shaving afterwards. the buffers are amazing. they smooth all the hair away and leave my skin softer than if i had actually shaved. i even use them on days i don’t use the device. my device contained a buffer in the kit so i got to try it and fell in love.

Can these be used without the no!no! hair removal device?

I have to wear a skirt to school and I'd rather not shave everyday, so do these work on day-after stubble?

you can use these anytime on clean/dry skin. i use them instead of shaving because they create such smooth skin.
