I've been using this product for years and I go through my normal makeup routine before applying this bronzer. I apply my foundation, concealer, powder, eye makeup and lipstick first, then apply this just before walking out the door.

If you need foundation as well, this isn't for you. This needs to be applied to clean skin. It's foundation in a spray bottle, so you need to rub it in with a foundation sponge and therefore applying foundation under or on top would defeat both purposes. If you need a matte bronzer on top of your foundation, try Laura Mercier in Dune. She also makes a shimmery bronzer, if you prefer shimmer. This terracotta spray does not have shimmer in it.

you can use this on is own if you want, but if you feel like you have problem skin that you really want to conceal you might want to still put your concealer under it or even still both concealer and foundation.... and yeah I have a yellow undertone skin as well and it does transfer on yellow undertone skin as mopre of a pink-undertone bronzer.. but i still think it looks gorgeous
however it you want to stick to even more golden broze try Tarte's "park ave princess" bronzer, NARS "laguna" , bobbi brown's "golgen light 1".... those have more of a golden undertone:)

No, don't use foundation underneath. I was at Sephora yesterday and VENDOR FROM Guerlain put it on me and used some concealer after.

First things first - you say you have problem skin, but you don't say what the problem is (ace, rosacea, etc.) If you have irritated skin to begin with (reddish to start out with) you may need to invest in a good color-correcting foundation to help calm and even skin tone. As far as order of application, I'd suggest: concealer first, then a LIGHT application of foundation (caking it on in an effort to cover "problem areas" can just make them more apparent), a 2 second spray of this bronzer, other makeup (eyes, etc.), then any highlighter/bronzing powder, and lastly, loose powder just to set your look. If you ever think the bronzer is too harsh or dark, blend with loose powder to soften the look.

I do not use foundation when I use this bronzer,,,I do use my press powder to conrtol the normal shin on the nose & cheek.

If I use a foundation/concealer and the spray I apply them at the same time. Then use a brush or sponge to get an even natural effect.
