These sheets do remove waterproof mascara. I usually wipe it at least twice just in case the mascara wasn't completely removed after the first wipe.

I don't know because I don't wear mascara, but I think with enough foam (if the new customer thinking of buying this later doesn't think there's enough foam, she can always use another brand's foaming cleanser on top of these sheets), it should wipe off the mascara easily.

Yes. You may need to go over the lash area more than once, but waterproof mascara doesn't stand a chance.
