If you want precision, go with a thin brush, like Urban Decay's Perversion angled brush, but any brush will work on it.
A VERY good multi-use brush is Urban Decay's "Multi-tasker"; it's thin enough to work liner, and you can use the flat side for applying eyeshadow. You can even use for applying lip tint or paint, and perfecting any part of your makeup.
Keep in mind the "Perversion" color is intensely pigmented and I don't recommend sharing the same brush for any other use; at the very least, leave it for the last step. Any other color of the line will be fine.

You can use a brush with short/stiff hairs to help smudge it. Sephora sells a smudge brush that I use to achieve this.

I mostly use a cotton swab for blending or a small, firm shader brush. These smudge quite nicely for a softer look.
I always use my pinky - clean, of course. Within the first 30 seconds of applying the pencil, it is highly blendable. After that, it sort of dries down to a waterproof finish that stays put for most of the day.
