If you use it everyday, about 3 months.

The Cils is a base coat so it stays on as long as the mascara you have applied over the top stays on. It washes off easily if you have a washable mascara. This is applied each time you apply mascara. It does seem to condition the lashes and it certainly doesn't hurt the lashes.

Mine last forever and don't really seem to run out, though they definitely work better when they're new. For safety's sake, I try to replace mine at least every 6 months. I don't know whether it has any lash conditioners, but since this works so well, you probably won't need them. ;)

It definitely outlasts a new tube of mascara. The product says it conditions and helps them grow, but I have never noticed it. I just love it because it adds volume to my lashes.

I use it daily. It last for 3 months. Would probably go longer, but I toss it when I renew my mascara at 3 months.

I treat my mascara bases the same as my mascaras themselves. The lifespan is never any longer than 6 months, which is usually when I run out as well.
To me, bases are just another tube of mascara that happens to be put on first. :) Not sure if there is an actual, appropriate lifespan but this is what I've always done and no problems yet.
And for conditioning, no, I do not feel like this product conditions at all.
